A New Era Begins for Police Education: Ming-Chao Huang Inaugurated as the New President of Central Police University

On August 1, 2025, at 10:00 a.m., Central Police University (CPU) held a presidential handover ceremony. The ceremony, presided over by Minister of the Interior Shyh-Fang Liu, formally inaugurated Ming-Chao Huang, the former Deputy Director-General of the National Security Bureau, as the new President of the university. In this role, President Huang will take on the important task of developing the nation's law enforcement talent and ushering in a new era for police education.
The newly appointed President Huang has a comprehensive background in law enforcement with extensive practical experience. Since 2024, which marks the 113th year of the Republic of China, he has been serving as the Deputy Director of the National Security Bureau. In this role, he has actively promoted various national security initiatives. He has played a key role in integrating resources between law enforcement and national security teams, enhancing coordination among security agencies, and safeguarding national security interests. His outstanding performance in successfully completing all assigned tasks has earned him high recognition and appreciation from senior leadership at all levels.
Minister Liu emphasized the crucial role that Central Police University plays in developing the nation's future elite law enforcement professionals. He expressed his sincere gratitude to Acting President Hui-Tang Chen for his dedicated service and encouraged President Huang to leverage his extensive expertise and practical experience to enhance police education further. Additionally, Liu highlighted the importance of strengthening the collaboration between the university and the National Police Agency to improve the social safety net, advance technological capabilities for crime prevention and investigation, and enhance public security initiatives for the well-being of all citizens.
President Huang is a graduate of Central Police University, where he completed his bachelor's degree in Foreign Affairs as part of the 51st class. He also holds a master’s degree from the Department of Crime Prevention and Corrections at the same university. Throughout his career, he has held several senior law enforcement positions, including Chief of the Yunlin County Police Bureau, Deputy Director of the Criminal Police Bureau at the National Police Agency, Director of the Keelung City Police Bureau, and a member of the National Police Agency’s executive council. He has also served as Director of the Criminal Police Bureau and Director of the Kaohsiung City Police Bureau, before ultimately becoming the head of the National Police Agency within the Ministry of the Interior. His extensive practical experience and comprehensive training across all areas of police work make him exceptionally qualified for his role.
