In a continued effort to produce highly skilled and adaptable law enforcement professionals, Central Police University (CPU) has reinforced its commitment to scenario-based training. This pedagogical approach emphasizes practical application and critical thinking, preparing students for the complexities of real-world policing. On April 12, 2024, CPU hosted a symposium featuring four distinguished experts in the field of law enforcement. Chief Technical Specialist Fang-zhen Chen of the Taoyuan City Government Police Department, Chairman of the Department of Administration Police Fu-sheng Xu, and Assistant Professors Yao-ming Liu and Shu-qing Lin presented detailed analyses of recent, high-profile law enforcement cases that have captured public attention. These case studies, meticulously dissected by both seasoned practitioners and CPU faculty, served as a platform for students to delve into the intricacies of decision-making and response protocols in challenging situations. This experiential learning approach fosters a deeper understanding of the legal, ethical, and practical considerations involved in law enforcement.
As future frontline law enforcement officers, CPU students receive a comprehensive education encompassing academic coursework, technical training, and life skills development. Additionally, students gain practical experience through placements in operational agencies during their summer internships. Despite these extensive measures, unexpected social or controversial incidents periodically emerge, necessitating expert analysis to enhance their educational experience.
Recognizing the need for a more dynamic approach to education, CPU has established a “Scenario-Based Education Task Force” this year. This task force is composed of a diverse group of experts and scholars from both within and outside the institution. Their mandate is to swiftly analyze law enforcement incidents that have garnered substantial attention on social media and in public opinion, and to devise reference strategies for appropriate responses. Following this, they arrange specialized lectures and ensure the availability of corresponding lecture videos and materials online. This proactive measure guarantees that students cultivate accurate foundational concepts and response capabilities for significant or controversial public safety incidents during their academic journey.
