It has been two years since the College of Justice Administration and the College of Police Science and Technology of CPU were first established. Colleges also held the third Round Table Forum, which usually took place in the beginning of each semester. Its purpose is to make the faculty and students understand the importance of technology integration, sum up professional opinions from scholars and provide advices to relative government organizations through this cross-domain academic exchange activity.

For the past “Round Table Forum”, the topics always match the foresighted plan of the nation, and this year is no exception. College of Justice Administration held the forum in the focus of “Establishment of the National Police Force Recession System by using Multiple Regression Analysis” and “The Reaction of Criminal and Judicial system from the Da Liaw Prison Hostage Incident”. College of Police Science and Technology, on the other hand, aimed on issues concerning the elderly and security problems: “Senior Citizen Traffic Safety” and “Disaster Risk Management of Long-term Care Institute.”

First, the issue of “Establishment of the National Police Force Recession System by using Multiple Regression Analysis” A distinct gap between augmentation and regression of police force number had given birth to a phenomenon called “Insufficient Trained Personnel to The Practical Demands ”, which accelerates in recent years with the nonstop growth of retirement population. In the aim to fill in the demand of basic police force, the following methods are suggested：

1. Adjust the proportion of supplement police force and accelerate the process of supplementary administrative staff.
2. Increase the capacity of police education and training.
3. Improve the Fourth Grade Police Special Examination.
4. Reduce the retirement speed while promote voluntary retirement care assistance plan.
5. Recheck the allocation of police force.
6. Reduce the administrative assist in exterior; simplify processes of duty in interior.
7. Continue the plan of 5-year employment and establish a predictable supply-demand model of basic police force.

Secondly, the issue of “Discuss the reaction of Criminal and Judicial system from Da Liaw Prison Hostage Incident” was approached with criminal policy’s viewpoint to prison problems. The Judicial Yuan integrates judges, statistics and information professionals to set up the “ Information System of Measurement of Penalty of Sexual Offenses”； And operate this system with other similar penalty decisions cases, such as, driving under influence (DUI), weapons, fraud, drug, theft, robbery, murder. “Penalty Decision Information System” signifies an important milestone of penalty decision revolution of our nation. It aims to make judge’s penalty decision more predictable and measurable. In contrast, it helps to increase public confidence of judicial trust and reduce the problem of prison policy caused by unfair penalty decision.

Due to the physical condition of the elderly and the elderly to accept the reaction time, and their view of traffic safety, The "Senior Citizen Traffic Safety" issue caught our attentions. The traffic safety education which the elderly acquired in the past is no longer appropriate. The related departments are responsible of inviting traffic units to assess the accident hot spot in the prevention of rendering dangerous situation while constructing the elderly activity center. Moreover, it’s suggested to develop a “Friendly community- Fulfill the transportation demands of senior citizen policy” and establish a transportation/assistance center for senior citizen in community. Accessible public transportation and driver’s license retrieval problem are also concerned in the phase of law.

Lastly, in the issue of “Disaster Risk Management of Long-term Care Institute”, the participants pointed out applicability of fire laws to the long-term care institutes. For example, reconstructed domicile of small and medium care center, which is limited to its scale to divide fire and rescue areas. The small care center has served as an unstable bomb due to its human force and financial difficulty to join the assessment.

In this forum, there are a total of 255 from academic professionals, Administrative Yuan, Judicial Yuan, National Police Agency, National Fire Agency, Ministry of Health and Welfare, Construction and Planning Agency to CPU faculties and students participated. All members believed that they have gained a lot from this forum with great enthusiasm.
