To reinforce cooperation with mainland China to fight against crime, the 9th annual seminar of Police study in the greater China area was held at Kunming, Yunnan from October 21st to 26th, 2014 with the main topic of “Management of International drug crime and police cooperation”. The seminar aimed at the policies of prevention against drug crimes and counter-measures and arranged visits to local drug addiction treatment center and training base of special police force.

China and Taiwan’s cooperation against the crime through information sharing, cooperation in cases and synchronized investigations have not only repatriate criminals but also solved various vital crimes including the cases of cross-border drug transportations and fraud.

The Seminar of Police Study in the Greater China area was first hosted in 2006 at Shanghai and is succeeded by four areas in turn after. It has come to the third round this year and was hosted by the Chinese police association of China. Many institutions including the Association of Criminal Investigation of ROC, Coast Guard Administration, Investigation Bureau of Ministry of law, National Police Agency and National Immigration Agency and Central Police University with cadres from China, Hong Kong, Macau in a total of 183 people.

The seminar collected 86 papers including 34 from Taiwan and was divided into 11 sessions. Topics include: analysis of cross-border drug and counter measures, the basic strategies against drug criminals, typical examples of cooperative operations against drug criminals in the Greater China area, various serious cross-border criminals and counter-measures, cross-border criminal intelligence exchanges, the improvement and promotion of the Agreement of the Cross-Straight Act Against Crime and Justice Cooperation, the reinforcement of visits between police workers of the Greater China area, and trend of counter-terrorists and cooperation strategy.

In the first session, the host, also the dean of academic affairs of Central Police University, Chih-Chiang Su, pointed out the four differences of law applications in the Greater China area and suggested to find the similar parts with realistic recognitions to achieve beneficial results. Likewise, he also mentioned the differences between the ways of drug categorization in the Greater China area and suggested the examples of categorization. Besides, scholars from CPU and Criminal Investigation Bureau and National Immigration Agency also presented theories which gained great appreciations.

To promote the exchange of police work, the seminar also arranged the participants to visit the drug addiction treatment center in Kunming, Yunnan and the training base of special police force in Yunnan province. In addition to exchange advices with China police institutions, the visit also provided a chance to deeply understand the security status and police work operations in China, which is helpful to police cooperation among both sides of the Straits, Hong Kong and Macau police.
