Monthly meeting of Central Police University (CPU) was held in Chung Cheng Hall, Friday morning, April 15, 2013. During the meeting, team leaders Ching-Tse Wu, Yan-Shiang Chen, Yi-Luen Wu and Juen-Lan Su, were promoted to higher rank and the second place award of volleyball competition and the second place award of kendo team competition of national university sports meeting are presented. The speaker of this monthly meeting was the deputy minister of Mainland Affair Council, Dr. Hsien-Yao Chang, and his topic was" From Public service to Cross-Strait Relations ".

When Deputy Minister Chang was a legislator, he contributed to the police officers/officials, such as approving the basic level police travel policy vto People Republic of China, increasing the feudal payment of police, setting up security funds for police officers and firemen, passing the legislation to prevent attacks on police, exclusion police agencies from the application of Basic Code Governing Central Administrative Agencies Organizations, and passing the legislation about special duties.

The speech began with Deputy Minister Chan's story of choosing Central Police University or Soochow University for undergraduate education, and changing from academic career to public service, later he shared his experience from a legislator to a government official. During his talk, Chang emphasized the importance of the Republic of China being as a nation by overviewing the Law of the Cross-Strait Relationships adhering to the spirit of Constitution of the Republic of China. He explained three critical cross-strait developments since 2008 on: restarting the negotiation by "1992 Consensus" and "one China, respective interpretations", solving the existing cross-strait issue through systematic negotiation, and signing eighteen agreements to develop the cross-strait peace and stability.

The Deputy Minister Chang said the training he received at CPU (his alma mater) had helped him significantly. Solid fundamental training, can lead you anywhere. The contents of the speech were so diverse and it had inspired and left profound impression on all faculty and students. He finally encouraged all the audience to "Do your Best！Never give up", which made a wonderful ending for the monthly meeting.
